Frameworks for Realising, Assessing, and Monitoring small- scale detention in Europe

This two-year European collaboration brings together four organisations: RESCALED (Belgium, European), Antigone Association (Italy), Irish Penal Reform Trust (Ireland), and Penal Reform International (the Netherlands, international).

The project aims to drive change in how small-scale detention is understood, implemented, and monitored across Europe. Central to the project is the development of a robust, data-driven monitoring and evaluation framework tailored specifically to small-scale detention, combining qualitative and quantitative indicators to enhance transparency, accountability, and cross-national comparability. This framework is complemented by legal and policy tools that support the formal recognition and effective implementation of small-scale detention within national criminal justice systems.

Incarceration & Social Purpose in Restorative Cities.

INSPIRE is a collective learning process about detention houses and the dynamic interaction with their local urban, economic and social context. What are good examples of restorative justice in relation to detention houses? How can a detention house be implemented? How can a detention house finance itself through a social enterprise? And how do we empower and amplify the voice of lived experience throughout the implementation process?
